How do I make a VOB sample from the command line with Windows OS?

Without using any emulation software or a GUI, I'm looking to be able to specify a start/end frame or MB marker as a range and have output to a VOB file. I'm not looking to convert the video, just to make a sample. GUI programs to do this like ChopperXP have been very unreliable for me, especially with Windows 7 x64. Any suggestions? TIA
